Program Dates

There are eligibility periods and claim submission deadlines that contractors should know about and communicate to customers. The program period for all equipment upgrades is January 1, 2010, to December 31, 2010. Rebate claims for equipment upgrades must be received by the rebate fulfillment house by February 1, 2011 to be processed.

Equipment Eligibility

The COOL SAVINGS REBATE Program provides Ontario residents with the following rebate offers:

  • A $25 rebate upon the purchase and installation of a programmable thermostat from participating contractors (with instruction from the contractor on the proper set-up and use of thermostats);
  • A $250 rebate upon replacement of an existing CAC (central air conditioning) system with the purchase and installation of an ENERGY STAR® qualified system. Ductless Mini-Splits and Heat Pumps will also be eligible, as long as they are replacements and are ENERGY STAR® qualified. (Note: ENERGY STAR® means the installed product is at least 14.5 SEER and 12.0 EER). To qualify, product must be listed in the AHRI Verified Directory
  • A $400 rebate upon replacement of an existing CAC (central air conditioning) system with the purchase and installation of a stand-alone ARI “Tier 2” level qualified system.  Ductless Mini-Splits and Heat Pumps which meet ARI’s “Tier 2” level standard will also be eligible.  (Note: ARI’s “Tier 2” level means the installed product is at least 15 SEER and 12.5 EER).  To qualify, the product must be listed in the AHRI Verified Directory
  • A $125 rebate upon replacement of an existing furnace with the purchase and installation of an eligible mid or high efficiency furnace equipped with an ECM (Electronically Commuted Motor). Gas, Propane & Oil furnaces, as well as Air Handlers will qualify for this rebate as long as they are included on the ECM Eligibility List of qualified products. Please note: electric furnaces will no longer qualify for the rebate.
  • A $525 rebate upon replacement of an existing combined furnace and central air conditioning system with the purchase and installation of a combined mid or high-efficiency furnace from the same manufacturer (with ECM) and CAC system where the air conditioning efficiency rating exceeds ARI’s “Tier 2” level (at least 15 SEER and 12.5 EER). To qualify, the products must be listed in the AHRI Verified Directory.  Ground Source Heat Pumps which meet the correct ratings will qualify for this "Tier 2" level rebate.

Employee Training/Orientation

Under the terms of the program, the company owner/principal is obliged to ensure that all relevant employees who will have anything to do with this program are briefed or trained on the details, including the materials contained in this orientation.  Registered participating contractors are fully responsible for employee training on the program (including sub-contractors, where applicable).

This orientation is accessible to all those who wish to access it, as well you may return to it as often as desired.  Please remember that the information on this website is subject to change as a result of program updates and in response to the need for supplementary information.

Program Communications

HRAI will undertake to communicate regularly with registered program participants about changes, new developments, etc., primarily by emailed monthly newsletters and emailed announcements.  In addition, this orientation website will be updated regularly as needed to ensure contractors are up-to-date.  Please ensure that e-mails about the program are read promptly and also be sure to check this site regularly for updates under the Resources tab.

Use of Qualified Technicians

As a condition of participating in this program, registered participating contractors must use trained and qualified technicians to perform equipment installations, in keeping with the laws of the Province of Ontario.  This includes the requirement to use licensed refrigeration and air conditioning mechanics or residential air conditioning mechanics to do air conditioning installation (Ontario Regulation 75/05).  Specifically for this program these technicians are required to possess their Certificate of Qualification (313 A or 313 D).  Also, contractors must use licensed Gas Technicians and/or Oil Burner Mechanics to install natural gas or oil furnaces (Ontario Regulation 215/01) that possess their Gasfitter 1 or 2 licenses; Oil Burner 1 or 2 licenses.

Product Eligibility

Central Air Conditioning Systems

Residents of Ontario who do not currently have a CAC system installed in their home do not qualify for either of the ENERGY STAR® CAC upgrade offers under the COOL SAVINGS REBATE Program, though they may qualify for the ECM-equipped efficiency furnace and programmable thermostat rebate offers.

The specific types of equipment which qualify under this category and are eligible for these rebates are CAC systems; heat pump systems; and ductless split systems.  Geothermal systems are also eligible for the combination “Tier 2” replacement rebates as they provide ratings which are higher than program standards for heating and cooling.

The AHRI Verified Directory will continue to be the reference source for the rebate fulfillment house when processing claims for ENERGY STAR® qualified (and higher rated) systems.  Systems that are not listed on this database will not be accepted for claims.  The ARI Reference number is MANDATORY and MUST be provided on the on-line claim submission form.  If the number is not correct; meaning number does not reflect the exact model numbers of the condenser, evaporator coil and in some cases (i.e. Tier 2 combinations) furnace provided on the matching invoice, the claim will be deemed non-compliant.

Please note that it is AHRI’s policy to delete listings of obsolete product one year after the end of production.  If a particular product is not listed in the AHRI Verified Directory and you have been told by a supplier that the product should qualify, please contact the manufacturer to confirm whether or not the product does in fact qualify and request that the manufacturer contact ARI directly to make sure that the product information is updated on their website accordingly.  HRAI is unable to request that product information be added to the AHRI website, this request must be made by the manufacturers directly.

ECM-Equipped Furnaces

In order to determine which products should qualify for the ECM-equipped furnace rebate, HRAI requested that manufacturers submit their lists of both mid and high efficiency oil, gas and propane furnaces, as well as air handlers that come equipped with an ECM and qualify under this program.  The result is the ECM Eligibility List, located on this orientation website.  Electric furnaces will not qualify under the COOL SAVINGS REBATE Program.  The ECM Eligibility List will be the reference source for the rebate fulfillment house when processing claims for eligible ECM-equipped furnace installation rebates. This list can be e-mailed to you directly if you would like a copy.  Systems not indicated on this list will not be accepted for claims.  Note:  The ECM Eligibility List will be updated by the manufacturers regularly, so we discourage keeping any version of this list on file to use for reference for any particular length of time as the most updated list will only be available on this orientation website.

Programmable Thermostats

Ontario residents who currently have a programmable thermostat do not qualify for the programmable thermostat rebate offer under The COOL SAVINGS REBATE Program (though they may qualify for either the ENERGY STAR® central air conditioning upgrade or the ECM-equipped mid/high-efficiency furnace rebate offers. 

There is no directory of approved programmable thermostats for this program.  Participating contractors, however, need to ensure that the invoice/proof of purchase submitted shows that a programmable thermostat was purchased and installed.  Participating contractors must also indicate on the online claim form that instruction was given to the consumer instructing them on proper usage of the device to ensure electricity savings.

Please note a programmable thermostat must be purchased and installed by a participating contractor to qualify for the rebate.

Participation Agreement

Please make sure to print and sign the appropriate Participation Agreement and mail it in along with copies of all required documents. Once all of these documents are received and the additional registration steps have been completed, your contractor's profile will be activated.
